Street View Structure

I asked my boyfriend, Sato, what this structure was and he said he had no idea. He's lived in Nagoya all his life and this has been here for years, but apparently there is no real meaning or use for this structure. I guess it is to beautify the city....art is never understood, just enjoyed.
